Notes from the lunch time discussion that Janis asked myself and Harmut
have with other MAG members on NETmundial and IGF interaction at this
year's IGF.

NOTES FROM MEETING HELD AT 13.30 pm 21 MAY, Day III OF THE IGF MAG
Below are the proposals from the group convened at the suggestion of the
MAG chair during lunch time to discuss NETmundial and IGF 14 interaction.
Anriette and Hartmut were directed by Janis to have a group discussion
about how to address this in the context of Day O as well as his
(Janis') proposal from the microphone that the Chair's summary of the
meeting package this together with a written suggestion that national
and regional IGFs take this up post Istanbul with a view to bringing
topics back for possible main sessions at IGF 2015
The discussion picked up from the MAG working group discussion convened
by Mark Carvell. Quoting from his notes:
"With regard to sustaining momentum from NETmundial, a series of
workshops or special sessions relating to NETmundial topics should be
added to the Istanbul IGF programme. Documents relating to these would
be posted on the IGF website for comments and inputs. A roundtable event
immediately prior to the IGF should be held and the related IGF workshop
reports posted online as an IGF package of outputs."
The group agreed to make sure that its recommendations dovetail with
those of the working group convened on Tuesday by Lupco Jivan Gjorgjinki
on improving IGF outcomes.
The group identified the following steps going forward.
1. Convene a session during the IGF (as discussed on Day II of the MAG
meeting) on IGF strengthening.
This session will build on the work of the Outcome strengthening group,
reference the CSTD WG on IGF improvements, and consider the four areas
for IGF strengthening identified in the NETmundial statement:
- Outcome strengthening
- Financial sustainability and predictability
- Intersessional work
- Renewal of the mandate for more than 5 years
2. Highlighting extent to which IGF2014 is addressing issues raised at
the NETmundial
The IGF programme will be reviewed, and all sessions that touch on a
topic raised in the NETmundial roadmap will be tagged and approached by
volunteer MAG members to talk them through linking to the NETmundial
during their session and if possible capturing outcomes which could be
capture in the Chair's report.
3. Interested volunteers along with the CGI.br and potentially the
Brazilian government (who are still discussing this) to convene a
pre-event on Day 0 - half day - with two main goals:
- critical reflection on NETmundial as a process and format - what can
be learned, and how it can be improved, and inform other processes
- further discussion on an issue identified in the NETmundial statement
with a view of building greater understanding and proposals for taking
the discussion forward in the IGF, and beyond. The issue identified was
Net Neutrality as it is sufficiently mature. Goals could be to map
points of convergence and divergence and to identify what needs further
discussion, by whom, and where, recognizing the complexity of the issue,
that net neutrality can mean different things in countries/regions based
on economic factors and local policy/regulatory enviroments to name just
a few and just a surfacing of those details would be a good "outcome".
General points:
With both the IGF strengthening event and the NETmundial pre-event
inputs will be gathered and aggregated online. Existing discussions on
NETneutrality during the past 8 IGFs will be considered, and the event
will be organised in collaboration with the IGF Net Neutrality dynamic
coalition and others organising related sessions during IGF 14.
A stocktaking session could be organised at IGF 2015
