[IGFmaglist] Notes from the meeting held during lunch on Netmundial Day 0 session

While Anriette prepares the official report out from what happened, these
are the informal notes from the meeting. Largely a who said what...

Notes for those people who weren't in the room and remote participants:

Terms of reference: Meeting at 1.30 pm Day III- For the session on
Netmundial  Session Day 0



Anriette- Purpose of the meeting and Terms of Reference-



1.     The effort of and significance of Netmundial  is adequately
reflected and responded to at the IGF 2014 .

2.     The IGF responds to the insights received  and the way forward
 suggestions that emerged at Netmundial for further discussion

3.     Take up sufficiently mature issues with an outcome approach to the
identified issues which were unresolved especially Network  Neturality,
Surveillance, Intermediary liability etc.

4.     Existing IGF themes reflects Nemundial related events.



Ouline- Day 0 to have two Parts-



Part A- Documents the process and mechanisms.

Part B- Take up a specific issue



Suggestion- We want to have a netmundial link but we also want to also plan
for long term.

Hartmut-  Accepted the idea conditionally with the opportunity to go back
to the host country and confirm modalities



Subi- Called for a strongly structured session which reflects the
unresolved issues but not an ambiguous session which leads to a more
philosophical session. The Netmundial event should reflect how the process
was structured at Netmundial but also speak to how the IGF has responded to
the suggestions at Netmundial and not limit the discussion to one issue.
Also avoid the duplication of the working groups already in existence on
the strengthening the IGF initiative but to integrate them.



Fiona-



Called for a specific process which is more structured.  And asked for :

1.. Better linkages

2. Next Steps and evolution

3. Outcomes of Netmundial .

4.Settting the stage workshop to integrate the event ,

5. Network neutrality

6. This is an important space, continuity between meetings, the local IGF
structure

Capture in clear steps and the process



Anriette – there are two initiatives around Netmundial already in place-
the research initiative that maps the specific ways Netmundial impacted IG
led by her and Marillia  - Multistakeholder decision making, How Netmundial
principles can also be operationalized etc. And the second from CGI.Br

To document the process.  And general improvement.

Anriette-

1.     Tag workshops with the a symbol

2.     Day 0 session proposed

3.     Important issues that require need further discussion

4.     Whatever comes out of the session to be widely disseminated and feed
into closing and the Chair’s report

5.     The secretariat can do the tagging.

6.     Anriette- Suggests once the secretariat needs to capture – to
volunteer to collaborate with session organization to tag what is suitable.

7.     MAG- Volunteers- Veronica, Fiona, Olga

8.     Fiona- List of questions & quick reporting out with the mains.



Day 0 idea- Prior Online work also should happen for Day 0.



Question for consideration- Do we need to pick up one topic for day 0?

Or have a multiple issues discussed

Net neutrality-

Preparatory text work

Izumi- Two not one issue.

Crowd source.



Subi- Surveillance should be given preference since Netmudial stemmed out
of it. Also the event shouldn’t be top down in issue selection.



Strong support expressed by Nnenna for remote participation.



The IGF needs to respond to that question better also with remote hubs.



Also highlighted the importance of Open Spaces.



Jivan- Improving IGF outcomes needs to be initiated and should last longer
and it should be continuous process. There needs to be an IGF discussion on
IGF.

Carrolina- Technical  community for technical issues was also an important
issues at Netmundial. Surveillance and Privacy support. Names nos and the
real life of IANA. Is a more concrete suggestion.



Andrew: Concrete issues that need to be addressed by IGF emerging  from
Netmundial.

1. Continuity

2. Funding

3. Mandate beyond 2015

4. Different roles and responsibilities of stakeholders

5. Jurisdiction

6. Netneutrality

7. Surveillance





Practical steps- crowdsource inputs







Andrew- Structural proposals-

During the IGF on Open forum.  And also find a place during the IGF and not
overshadow the workshops on the issue.





IZUMI- Netmundial doesn’t have all around acceptability from all
stakeholders. So we need to consider that as well.





Volunteers for Strengthening the IGF Working session/ group

-Jivan, Subi  and Veronica





Q: Day 0- Session- Netmundial- Do we want to take the discussion forward on
those unresolved issues?



Anritte- One or two issues. Narrower focus



Andrew- we do not want to steal the thunder from workshops



Hartmut- proceedings n process, are in progress for documentation and



Giacomo- what we want to achieve and how we want to achieve at the IGF
needs further deliberation..  We need to structure these events and outputs
and with proposals and also .



Carolina-Process n procedures that we learnt from netmundial need to be
emphasized. And Network Neutrality is a more mature issue.



Jivan- what it is that we’re trying to achieve. We need to get tangible
results. We do not need to tell us how it was achieved.  But it is
important to do a session on Strengthening the IGF itself.



Subi- Suggested and supported the continuation of  the work of the online
working group.



Giacomo - This was pushed forward in a slightly different way.  And can be
done at the IGF past work. Data aggregation exercise, during the IGF.



Jivan- the proceeding the process and the chair



Suggestion on the Troika- Day- O- Indonesia- Turkey &  Brazil suggestion



Anriette-Duplication should be avoided- IGF outcome exercise should happen
at strengthening the IGF session.- Something  that came out of the
Netmundial should be the focus of the Day 0 session.





Olga supports the specific issue. One or the other. Would prefer Network
Neutrality.



Andrew- Day 0 session. Broad thematics- these are the things that we’ve
heard.





How the workshop will evolve or how we will respond to it.



Izumi- drafting working session, they acted as an editor. Sometimes we will
just observe. Timing issues. That gives enough time. Tangible outcome or
input. Suggests two workshop. A small working group.



Fiona- highlights the troika idea.

This is a longer term process. Some open consultations. Then we’ll ask the
regional igfs to take back the inputs. So that there’s continuity.



It is very much a function of recognition of that.



Anriette- It gives you much more freedom. It gives you longer time.  Two
sessions instead of one.



Day-O One day event.



Half of it on the process.

How do you operationalize the agreed principles of netmundial?

And netmundial and IGF interlinkages. Process.



Fatima- If its net neutrality we should co-organise the session.



Final Suggestions:



Giacomo invite all the people that have been tagged for the workshops to be
called into the session.



Jivan, Subi Veronica,Lorenzo- IGF strengthening session volunteers.



Chairman’s report- IGF improvements and netmundial outcomes to be reflected.



A Pre-event – deconstruct the netmundial process and how IGF and others can
build on it.
