[IGFmaglist] IANA session preliminary proposal

Thanks Carolina,
for some reason I did not get the thread of the session discussion. So this
is my comment and thanks for the work of the group.
For a good part of the Internet Governance community, this is a totally
unknown issue.
I suggest make an clear and simple introduction at the beginning so then
all the audience can follow.
