[IGFmaglist] IANA session preliminary proposal

Following the intervention today at the meeting on the progress on the 
main session in the IANA transition, herewith a preliminary proposal 
which has been brought together by Susan, Constance, Baher and me.
We look forward to your inputs and comments so that we can start 
planning ahead and drafting the paper.

*Preliminary proposal on the IANA main session*

The session will begin with a brief background on the IANA's technical 
functions - what they do and do not include - and then detail the 
process for determining a)the transition of NTIA's stewardship role and 
b) ICANN's accountability process. The session will encourage discussion 
on the various proposals and ideas that have been developed by the 
broader multistakeholder community. The session will also provide 
questions that both panelists and audience members can respond to (and 
also considering the organized input that workshop coordinators of these 
issues might be able to submit - feeding into the main session from 
other workshop sessions).


Relevant questions may include (please bear in mind that these may have 
to be revisited closer to the date of the IGF, in light of any changed 
circumstances between now and then.)

1. What is at stake for the affected parties after this announcement?

2. What are the strengths and weaknesses of various proposals for new 
IANA stewardship?

3. How will the various parties involved in the IANA functions be 
affected by these proposals?

4. How is the process evolving in terms of participation, openness and 
matters relating to accountability,?

5. What are the underlying principles on which the evolution should be 
based?

6. What are the expectations with respect to the timeline and how could 
the process improve to meet the deadline?

7. How and what accountability mechanisms are currently being 
considered? How will they feed into the process?

*Session Format *

We suggest a panel of six speakers and one moderator which will actually 
play more the role of an interviewer, in to provide more interactivity 
to the session; panelists will speak for 30 minutes and the remaining 
time will be for discussion with the floor as well as with remote 
participants. The role of a a rapporteur will be crucial to capture key 
discussion points and include them within the session's report.
