Let me concur and support Carolina?s recommendation of Carlos from LACNIC. 

Cristine Hoepers from cert.br I?d recommend as well. She?s participated at several IGF workshops that I and others have organized. She?s got a wealth of experience and can bring a variety of materials developed by cert.br
