Agree with Carol and Juan—Overall it makes great points-- I tried to add some edits to streamline it a bit.  Also-- the ask for what we want or what we are communicating I moved closer to the top so the reader is directed immediately to the discussion.

The paragraph on IGF mandate is messy and I was not sure how to edit-- I don't want to lose what is being conveyed but as a reader it does not flow well.

I hope this is helpful, please let me know if editing further would make sense-- maybe creating a new clean draft to work from would help others to come in more easily.  Many thanks and I look forward to seeing you all in Geneva.
