Dear All,

As discussed during the last MAG call on Tuesday, here is a summary of the proposed plan for the IGF 2025 MAG:

Reasoning


  *   The IGF 2025 annual meeting is expected to take place much earlier in the year, with one of the country candidates indicating the end of June as a likely date. This would mean there will be a highly compressed preparation timeline and the 2025 MAG would have to be able to ‘hit the road running’ so to speak. There will be very little time for a new MAG member to get acclimated to the working of the MAG
  *   IGF 2025 meeting will be the 20th anniversary meeting of the IGF.  It would be good if this is reflected in the meeting and one way would be to draw upon some of the breadth and depth of experiences that has been accumulated by MAG members over the past 20 years.
  *   Next year, there will be the WSIS+20 review process and the ‘likely’ renewal of the IGF mandate. This would also be a good time to advance  ‘IGF beyond 20’ and the MAG to look at its internal working methods and how to improve them (though this should not go beyond its current terms of reference)

As can be seen from the above, IGF 2025 is an exceptional year and should be treated as such. This ‘20th Anniversary MAG’ which draws on the 20 years of experience will only be operational for 2025. The following year we will pick up from 2024, going back to the regular rotation (pending any modifications that may happen during the renewal process).

Approach

The proposal is that the IGF 2025 MAG is composed of individuals selected from the pool of MAG members who served in any IGF cycle.  For the purpose of this exercise, former Working Group on Internet Governance (WGIG)  members will be considered MAG members. As per usual, although the members serve in their individual capacity, they should maintain a connection with their stakeholder groups or groups. Use them as a sounding board etc.

The MAG “alumni” will be asked to forward the names of two members of their cohort whom they felt served exceptionally well and contributed positively to the work of the MAG during their term.  The purpose is to get individuals that have proven themselves in the eyes of their MAG peers.

The number of members for the ‘20th Anniversary MAG’ is expected to remain at forty (40).

Based on this process the 20th Anniversary MAG will be selected taking into account the current practice that as much as possible the MAG should be balanced across regions and stakeholder groups and aim for full gender parity etc as per current practice.

Past host country representatives will continue to be able to participate, and likewise IGO may also participate as observers.
This proposal does not in any way take away or modify the Secretary-General’s prerogative to nominate whomever he sees fit to his Multistakeholder Advisory Group.
