Dear all, although not a regular member of the working group I fully endorse the approach to a government track on day 0 as complementary to the parliamentary track.
A strong commitment of governments to Internet Governance issues is and will be crucial in the future. And not only NRIs but also several DCs have strong relations to and involvement of governments to their work.

Dear Colleagues,
I fully support the idea of having a governmental track in addition to the parliamentary track.
Governments and parliamentarians have distinct yet complementary roles.
While parliamentarians can provide valuable support in shaping the future of the Internet through legislation, governments are crucial in the implementation phase and in addressing IGF messages and outcomes.
I endorse the proposal to hold the government track on Day 0 and to have the Norwegian government lead this process, including invitations and organizational matters.
A dedicated government track could serve as a platform to share initiatives and best practices, both in relation to the 2025 IGF themes and to showcase progress on WSIS Action Lines and GDC implementation.
Additionally, establishing a government track would be an excellent opportunity to amplify the voice of the NRIs and strengthen their connection with governments.
I also believe that the invitation should be extended not only to Ministers but to all high-level officials involved in Internet governance issues.

100% agree with Fiona, and therefore, with Jorge.
From my perspective as a government official, I want to underline that in order for this proposal to work, invitations must be sent out immediately. Norwegian embassies could play a role in expediting this process.

- For a start, each government is only going to send a limited number of representatives to the IGF meeting, for resource constraints if nothing else.
- The proliferation of all the side meetings and bilaterals between governments and governments and other groups has already evolved into quite the distraction from the actual sessions at the IGF. And for anyone that has ever had to manage the scheduling of those bilateral for their boss or colleagues, they often prevents senior officials from engaging with others.
- The idea of a day zero event at Jorge describes is similar in my mind to the first time I recall a government event which was at the IGF in Nairobi. I believe it was actually something that the Kenyan government itself organized. It was focused, limited in duration and having the host country send an invitation letter got a better attendance as tapping into those official diplomatic channels if more effective.
So if there really is a desire to do a government track, I would recommend following Jorge’s suggestion but actually approach Norway as the host and see if they will “sponsor” it in terms of making it officially a host country activity. An official invitation from government goes along way typically to getting to a yes. And I should add senior officials schedules get booked months in advance so getting an invite letter out should happen ASAP to get a good attendance. If there is a desire to attract not the normal crowd that comes to IGF (i.e, the ICT Ministers, regulators or diplomats that have tech in their portfolio), then consider a different sector theme for this day zero event. As an example - how tech influences health or climate, etc.

I agree with those who say that what is plsnned should be achievable. Remember, "SMART objectives are goals that are specific, measurable, achievable, relevant, and time-bound."
I see the "government" track. Just some thoughts
1. When a business track was suggested, there was an argument against it, giving the reason that other stakeholders would want a track.
2. If there is to be a Government Track, does it replace or expand the Parliamentary Track; and/or
3. Who does the Government Track target? The diplomatic corp and/or member state missions? Or agencies that are responsible for ICT and digital? The latter are those who put forward agendas to missions in Geneva and New York. Diplomatic Corp would include country representatives abroad and resident.
Lastly, i agree that the timeline should extend to December.
