[DC] Coordination of IGF intersessional activitiesd

Dear all,
I would like to revert to the call we had earlier this week and thank you
all very much for a productive discussion. One important point
included the recurring
question on how to more effectively integrate the work of DCs into the
overall IGF process and achieve a closer coordination with other IGF
constituent parts, thus gaining more credibility and better recognition in
the broader IGF ecosystem.
Ryan got back his Secretariat colleagues - who share this vision of a
better integration of all intersessional activities. They would like to
remind us that there are already mechanisms in place to coordinate with
other IGF constituent parts, such as the BPFs and PNs:
- All DCs are welcome to make contributions to BPFs and/or PNs. They can
be recognized as the main contributors of BPF/PN discussions once they take
part in BPF/PN meetings that occur on a regular basis.
- Any DC that wishes to form a BP or PN, can submit a proposal to the
MAG list with the support of one or more MAG member. For IGF 2023, any
interested DC can submit a proposal to the next MAG meeting which is to
take place on 28 February. (Admittedly this deadline is very short,
taking into account that the proposal would need to be submitted in
advance.)
While there may be room for improvement, it is worth noting that there are
the above existing mechanisms for the integration of DCs with the broader IGF
process, and I would like to encourage you all to make use of these
existing opportunities.
There are of course issues that need further discussion. One of the issues
we never discussed in depth is the possible change of status of any
component of intersessional activities, such as a BPF, PN or DC. In one of
the recent MAG calls it was mentioned that a BPF, after having completed
its mandate, may continue as a DC. Likewise, any DC, as mentioned above,
might evolve into a BPF or PN, thus benefiting from more sustained
Secretariat support, while at the same time also accepting MAG oversight.
There is of course much need for further brainstorming. The proposed
intersessional meeting would be an excellent opportunity for a deep dive
into all these issues with the aim to improve existing mechanisms and
enhance the overall impact of the IGF.
