[DC] DCCG invitation for DC Inputs for a collective GDC submission

Dear Dynamic Coalition colleagues
In recognition of requests received from individual DCs for additional time
to finalise their inputs for a combined submission on the Global Digital
Compact, the DCCG agreed at its meeting on 21 February to *extend the
deadline for submitting individual DC inputs to the DCCG list, to close of
Sunday 5 March*.
The following is a reminder of the important global policy context of this
consultation. We are now at a critical time for stakeholder engagement in a
process that is ultimately owned by the UN Member States who will proceed
to negotiate the text in the General Assembly in the second half of this
year. The opportunity is therefore *now* to ensure that those negotiations
are fully informed a) of the views of all stakeholders; and b) of the
existing multistakeholder initiatives that will contribute to the
successful achievement of the aims of the Compact and the implementation of
its commitments to action following the UN Summit of the Future in
September next year.
The Global Digital Compact is expected in particular to endorse "*shared
principles for an open, free and secure digital future for all”*.
Furthermore, the Secretary-General's report "Our Common Agenda"
<https://www.un.org/en/content/common-agenda-report/> proposed that the
Compact would therefore cover the following seven specific issues:
- *connecting all people* to the Internet (including all schools)
- avoiding *Internet fragmentation*
- *data protection:* providing people with options as to how their data is
used
- application of *human rights* online
- promoting a *trustworthy Internet* by introducing accountability criteria
for discrimination and misleading content
- *regulation of artificial intelligence* to ensure that this is aligned
with shared global values
- *digital commons as a global public good*

*- additional thematic area(s) that may be proposed and supported by
stakeholders. *
The three key questions on which the DCCG now requests you to base your
inputs for the collective DCCG submission to the Tech Envoy, are the
following:
Q1. On *which of the 7 proposed thematic areas for the Global Digital
Compact* *would your DC like to submit an input* setting out a) *core
principles*; and b) *stakeholder commitments*, for inclusion in the DCs
collective submission to the Tech Envoy?
Q2. Does your DC wish to propose *any additional thematic area(s)* for the
GDC which are relevant to the scope and activities of your DC?
Bear in mind when considering this question that a collective GDDC proposal
will potentially carry more weight than one submitted by an individual
respondent to the Tech Envoy's commenting platform on the GDC
If yes, please provide the *rationale* *for the additional thematic area*,
supported by core principles and stakeholder commitments.
Q3. The Tech Envoy stated during the DCs Main Session at IGF 2022 in Addis
Ababa, that the Dynamic Coalitions have the potential to contribute
actively both to the GDC's development and to its implementation following
the UN Summit of the Future in 2024. *What do you think the DCs combined
submission to the Tech Envoy should say with regard to the role of the DCs
generally in the GDC process? *
Following receipt of your responses to these questions, as the penholder
for this initiative I will draft in the week commencing 6 March a proposed
text for a collective DCCG submission based on all your inputs. This draft
will be circulated to all DCs in the form of a google document for your
comments and agreement.
Our aim is to finalise the DCCG submission to meet the Tech Envoy's
deadline for stakeholder submissions which is 31 March. For further

Many thanks to DC colleagues who have already expressed their intention to
support this DCCG submission on the GDC with their contributions. I look
forward to receiving all responses and contributions from the DCs *by close
of 5 March.*
