[Bp_spam] IGF Best Practices Forum - Case Study - NZ Legislation

I hope this email finds you all well.

I have put together a small case study for the "best practices forum on the regulation and mitigation of unsolicited communications".

The case study looks at the considerations and the processes that took place when the New Zealand anti-spam legislation (the Unsolicited Electronic Messages Act 2007) was being discussed and drafted before coming into force in 2007. It is a small case study and only reflects very briefly on a number of items - I have tried to condense it as much as possible for what could be quite a detailed topic.

The original framework for the IGF best practices document looked to seek information on the "costs to Government". This is quite a broad topic and rather than attempting to provide a breakdown of financial figures associated to implementing or regulating anti-spam legislation, I considered it more beneficial to note various considerations and processes a Government undertook when creating anti-spam legislation.

Hopefully this fits within the scope of the best practices document and what we are trying to achieve.
