Dear All,

Below you can find the notes on yesterday’s call of the Best Practice Forum ‘Enabling Environments to Establish successful IXPs’.
A link to the recording of the meeting can be found at the bottom.

Please continue to contribute. I’ve highlighted where further input/action is needed.

There’s a doodle poll to schedule a new meeting in 2 weeks.

Thank you for your cooperation!

Summary report call Sept 29

Updates on the draft document
· A new section ‘Policy messages’ was added to the document; it highlights the BPF’s takeaways.

The section currently contains the following messages:
o IXPs do not provide international connectivity directly
o The need for an IXP is market driven
o IXPs need time to mature

It was suggested to add text on:
o The need to solve licensing issues
o The need to have an accommodating cross-border infrastructure policy
o Traffic is only one of the measurements to gauge the success of an IXP

· Statistics on the number of IXPs, number of countries with and number of countries without IXPs will be added to the document.

An estimate of the number of non-operational IXPs will be made in the section on challenges. It would be difficult to find and agree on hard numbers.

· A new section on ‘challenges’ was added to the document.

· All are invited to continue to contribute to the draft document (google doc link <https://docs.google.com/document/d/1LbbAmK-wIxAZcNN1R7hLGwRZ3BTw4sSi0sSQOKFKr1A/edit?usp=sharing>)

Survey Update
· 8 submissions have been received to date.
· The quality of the answers is good.
· Further outreach is needed to get more responses.
· The survey answers will feed directly into the text (no specific section on the survey).
· The survey should be mentioned in the introduction of the BPF document.
· The survey can remain open during the IGF meeting.
· All are invited to continue to promote the survey in their networks (survey link <http://www.intgovforum.org/cms/best-practice-forums/6-enabling-environments-to-establish-successful-ixps#survey>)

Outreach
· No further updates on the outreach to developing regions (CTO, LACNOG, CTU, PCH)

Case studies
· The text should refer to existing case studies. (input requested)

90 minute session on the BPF IXP at the IGF meeting
· Scheduled on 11 Nov. 11.00-12.30 (day 2 of the IGF)
· Session structure based on the outline of the outcome document
· The session should start with a short but clear explanation of what and IXP is and how it works, followed by an introduction of the BPF, and then dive into discussions on the different themes addressed in the document (role and benefits, stakeholders and their roles, dimensions of the environment, challenges, criteria for an enabling environment).
· Preferred format: enlightening talk + discussion
· Input requested on the draft schedule (google doc link <https://docs.google.com/document/d/1tMvmzixATvuJg4rxvifV_ehI7Zpc7yLRP3ImSdnvQZM/edit?usp=sharing>)

AoB
· Update on the ITU consultations in Geneva (Chip Sharp)
· Next call: week of 12 October - a doodle poll <http://doodle.com/poll/ztdzwradmrmtqr7m>
