Hi -
Do we want to say “unsuccessful” or do we want to say IXP challenges. What some consider unsuccessful can often be attributed to instances where governments have created challenges or the local team is not organized bottom-up in a sustainable way?

( definition of an IXP, history, facts )
(1) What is the role and benefits of Internet exchange points?
(2) Identification of the main stakeholders and their roles
(3) The dimensions of the environment
(policy®ulatory, technology & infrastructure, people & HR)
(4) Setting up an IXP: choices and challenges
(organisation form, challenges, answers)
(5) Examples
(case studies of successful and
unsuccessful
stories, or links to reports describing them)
(6) Widely accepted criteria for an enabling environment for IXP success
(this should also include the take away or (policy) messages from the BPF IXPs)
(7) Further information
NB: It is very important to learn from both successful and unsuccessful cases

Hi All,
Based on the survey responses I identified a couple of key points which, in my opinion, should part of the core of our best practice document:
- organisation form
° different organisations forms
° reasons for choosing a particular form
° evaluation, pros/cons of the different organisation forms
- Challenges
° challenges to create/set up an IXP
- funding
- get political support / deal with resistance
- relation to the incumbent or main telco
- ...
° challenges after launching the IXP
- enlarging the IXP’s membership
- developing an IXP Community
- technical training / find the technical staff
- cost to connect members to the IXP facility (dark fiber cost)
- power (dev. countries)
- …
° how IXPs dealt with the challenges
I have some difficulty to accommodate these in the current structure of the document.
Therefore I suggest to amend the structure as follows:
(0) Introduction
