Wim -

Much of this has to do with the incumbents in many countries and the lack of an open market and limited technical community capacity.  Or just bad local governance.  I can elaborate, but if you look at where Telecomms opened up - you can almost map local Internet development.

We are working on something tied to this.

Would you have any background information (stats, articles, reasons why they are not (yet) being operated) ?

If this is an much forthcoming situation it would be good to dedicate some text on 'environmental factors that hinder these IXPs to become operational', with in addition (as you mentioned in your other email) some cases to illustrate it.
