[Bp_ixps] IGF BPF IXP - statistics ?

Thank you for this input. 
Would you have any background information (stats, articles, reasons why they are not (yet) being operated) ?

If this is an much forthcoming situation it would be good to dedicate some text on ‘environmental factors that hinder these IXPs to become operational’, with in addition (as you mentioned in your other email) some cases to illustrate it.
