[Bp_cybersec_2016] Proposal for the cybersecurity BPF goal and topic

Hi All

I tend to agree with Neil, I don't think this group should be too 
concerned about user awareness. There already is a global initiative 
(https://www.stopthinkconnect.org) which is concerned with that issue. 
It's far more important that we start to bring together all these 
existing initiatives, hence our proposal.
What I'd like to see is an outcome that I can refer policy makers to and 
say: Hey look this is what the internet community has adopted, so lets 
go that way.
