My understanding is that the groupings are based on the UN regional groups (https://en.wikipedia.org/wiki/United_Nations_Regional_Groups) not the state of development of their economy (as it does not refer to the Human Development Index or similar list (https://en.wikipedia.org/wiki/Developing_country). 

Based on the regional grouping, you have countries that are considered developed economies listed in other regional groups, for example Japan, Bahrain, Brunei Darussalam, Singapore, South Korea (listed in the Asia Pacific group); Croacia, Check Republic, Estonia, Hungary, Latvia (listed on the Eastern European Group); Argentina, Chile on the GRULAC group and so on. 

It is not really accurate to say that proposals from the WEOG group are the ones from developed economies, as the regional grouping does not refer to the development of their economies.
