No, it was that I had never submitted.

And that I was told that someone who had never submitted a workshop
proposal should not be named to the MAG.

Then I figured that may there were others.  And that in any case, using
the current form as a training / beta test would be a good idea for MAG
members before opening up for applications.  Just a thought.
