I was very interested to hear Janis's proposal and agree there needs to be a full discussion. It is worth recalling the relevant part of the NETmundial outcome document:

"IV. Points to be further discussed beyond NETmundial:

Several contributions to NETmundial identified the following non-exhaustive list of
points that need better understanding and further discussion in appropriate fora:

-          Different roles and responsibilities of stakeholders in Internet governance,
including the meaning and application of equal footing.

-          Jurisdiction issues and how they relate to Internet governance.

-          Benchmarking systems and related indicators regarding the application of
Internet governance principles.

-          Net neutrality: there were very productive and important discussions about
the issue of net neutrality at NETmundial, with diverging views as to whether
or not to include the specific term as a principle in the outcomes. The
principles do include concepts of an Open Internet and individual rights to
freedom of expression and information. It is important that we continue the
discussion of the Open Internet including how to enable freedom of
expression, competition, consumer choice, meaningful transparency and
appropriate network management and recommend that this be addressed at
forums such as the next IGF."

The UK Government's view is that, commencing with the Istanbul event, it would be highly appropriate for the IGF to be the lead forum for further discussion of these four identified topics. It may also be the case that inter-sessional work should follow, perhaps with some linkage to the regional and national IGFs network. We look forward therefore to full consideration of this proposal during the upcoming Paris consultation.

On the call today, Janis raised the idea of having the IGF actively take up an item or two identified in the NetMundial Roadmap and trying to further the dialogue.  Upon reflection, I think this idea deserves a more fulsome discussion than the brief 5-10 minutes of today's call.  Janis could you perhaps elaborate in a bit more detail exactly what you have in mind, how it might work, timing of steps, etc and then MAG members can come to Paris prepared to discuss.

There are expectations of the IGF post NetMundial and the discussions in other venues like CSTD and I think we should actively keep those in mind.
