[IGFmaglist] Change of dates for IGF 2014

Whew! I stepped away from my email for a couple hours and I've got a ton of
inquiries from other non-MAG members who have caught wind of the change and
are asking me if I've heard the same. While we figure this out, I
would *highly
recommend *some kind of notation on the website that we can point people
to. Can be as simple as an asterisk next to the date on the IGF website
with a note so that we can at least publicly acknowledge that the date is
in flux. Even though we don't have a resolution, it's important now to
notify people that this is not final, because the previous website notation
on the website did not have a caveat.
*The date is a proposal and is subject to confirmation with the Host
Country. We will update when the date is confirmed.
*And this raises another important question: could we please have an
update report on the status of the negotiation of the Host Country
Agreement? *This change in dates is already a vey significant, unexpected
change there, and coming from the pain of last year, I hope that we can
have better information on the tracking of the HCA signature. Do we have
an HCA negotiated? By when do we expect to have the HCA signed so that we
are confident of reaching a level of comfort on this and other things about
the venue? (I realize that these HCAs have a history of being signed
sometimes the day of the IGF but after last year's experience I believe
that we have an understanding this previous practice creates way too much
ambiguity and too much risk for the IGF to accept moving forward).
