[IGFmaglist] important topics for IGF 2013

Dear Raul and Colleagues,

I agree that this issue should be discussed in this list for inclusion 
in the next IGF.
If the IGF does not address the issue of government surveillance it 
will be missing a crucial and increasingly important practice that is 
shaping many stakeholders' perspectives on the Internet, its underlying 
infrastructure and values particularly after these last weeks' events. 
More importantly, it will lose credibility as a forum where the relevant 
issues of global Internet Governance are discussed.

What I'm not sure is the actual program space for its inclusion and 
where would it be best placed. (I do not have seen this in any of the 
discussion lists either).
