[IGFmaglist] important topics for IGF 2013

Dear MAG colleagues:

I know that I should propose that in the proper groups' lists. Maybe some of the groups created are already discussing it. However I think that the issue is enough important for being discussed in the MAG plenary. 

Based on the recent news about Internet surveillance and the different actions/programs that many governments have in this area, I think that there should be proper discussion at IGF2013 on the following 2 topics:

- Ethic and rights on Internet Surveillance, and
- Implications of one country inspecting IP packets exchanged between people from other 2 countries


Those issues will be broadly discussed in the near future and it is up to us that the discussions are held in IGF which should be the right venue due to the multistakeholder participation in the forum. 


It would be nice to know other opinions on this issue.
