Dear Anriette,
Many thanks for launching the preparations for this session. I think your proposed format is a good one; my only concern is that the workshops/dynamic coalitions not report on things but really launch questions/issues for discussion.
A few things to keep in mind as this session is shaped:


·         Make sure we have a good balance of identified speakers from the audience; a bit of outreach to ensure there are key people present to contribute from a range of perspectives, stakeholder groups and sub-groups within them , geographies, and areas of expertise would be helpful

·         We need a good moderator who can manage the issues presented by the workshops/DCs and get a substantive discussion going

I am the MAG member that has volunteered to facilitate preparation for the focus session (previously called a main session) on "Human rights, fx, and the free flow of information on the internet". Other MAG members who offered to be active in this process are Paul Wilson, Patrick Ryan and Ayesha Hassan. I am really happy to report that the Secretariat has responded to my request to avoid overlap between this session and HR-related workshops. There are still a few privacy workshops in the same time slot, but no HR workshops.

I noticed that there have been no posting yet to the list the Secretariat has set up for this Focus Session.

In implementing the recommendations of the CSTD WG on IG improvements the MAG's goal this year is for the IGF to produce some more tangible outcomes, recommendations, or 'take-aways'.

My proposed format for the HR main session 14h30 to 16h00 on Day 3 is as follows:

PRE-IGF preparation:
1) We ask all the organisers of Security/Openness/Privacy/Human Rights related workshops and Open Forums what the key policy questions/issues are they will address at the IGF. Some workshop organisers have already outlined these in their proposals.

2) We also ask the dynamic coalitions and organised constituency groups dealing with related topics what they feel the key policy questions and issues are that the IGF should address this year.

3) We invite all SOP/HR related workshop organisers to attend the HR Focus Session to present and discuss the outcome of their events. We can give them a rough outline drawing on the CSTD WG on IGF improvements work: questions/issues addressed; points of consensus; points of convergence; points of further action/research/referral to other institutions or actors.
AT THE IGF:
We have 1.5 hours. Perhaps a bit short..but that is what we have at this point. The Focus Session immediately after is on IG principles.

1) Format: Round table rather than stage with panel and 'audience'. Session can start with overview by moderator (5 minutes)
2) Inputs: from HR/SOP related workshops and dynamic coalitions (I count about 12 - this is challenging, but if we give them 3 minutes each it will work. (40 minutes)
3) Discussion (30 minutes)
4) Response from a speaker who has expertise in the theme to link the inputs with the 'state of HR on the internet' more broadly. Frank La Rue would be good, but I am open to other proposals (10 minutes)
5) Moderator and rapporteur present summary and way forward using the format: points of consensus; points of convergence; points of further action/research/referral to other institutions or actors.
