Dear colleagues,
I am very glad the financial problem for the IGF in Bali has been solved.
Many thanks to those who made efforts.
I am sorry for not being able to hear the discussion after my speaking in
today's virtual meeting. So let me repeat again:
We all agree to encourage more developing countries to join IGF and we all
see the challenges for them to participate. This year, there are only three
workshop proposals from China, the largest "developing country" with the
largest number of Internet users in the world. Yet, in the end, only one
proposal from China was listed on the agenda.
It was suggested that the proposals scored above 4.42 would be automatically
accepted. I didn't get the reason why during the discussion in Geneva but
the proposal #295, "Joint Effort on e-Knowledge in Developing Countries",
scored 4.41, proposed by Chinese Association of Science and Technology
(CAST), was not accepted. It was listed as rejection had been sent to the
proposer on the document of "Total Complete Breakdown by theme". Yet the
message seems has not reached CAST. Since they don't know me in person, they
let the secretary of Internet Society of China (ISC) to ask me if their
proposal has been accepted. Learning their proposal was rejected, CAST
people were very upset. They cannot contact the IGF Secretariat directly
because they have not received formal rejection. So they asked the secretary
of ISC to send me their arguments (see below).
Correct me if I am wrong. I think the proposal #291 "Could OTT Enterprises
and Telecom Operators be Win-Win?", proposed by Internet Society of China,
was accepted at first in the discussion in Geneva. And then someone
suggested that it would be better to be moved from the group of "enhanced
cooperation" to "Internet for growth (economy)". It was also listed as
"move" in the document of "Total Complete Breakdown by theme". I don't know
why but it was listed in neither groups on the agenda.
I know there are already too many workshops in this year's IGF but may I
suggest to make some efforts to have these voices from China been heard,
either by merge with other proposals or any other methods.

On behalf of the Chinese Association for Science and Technology (CAST) and
the Task Group of Preservation of and Access to Scientific Data in
Developing Countries, Committee on Data for Science and Technology,
International Council of Sciences (CODATA/ICSU - PASTD), I send the letter
to you for arising your awareness and more attention to our workshop
proposal No. 295 on Joint Effort on e-Knowledge in Developing Countries.
As one of the WSIS actions, we have been focusing our efforts on e-science
and e-knowledge in developing countries for more than ten years (CODATA/ICSU
approved to set up the PASTD task group in 2002), we call worldwide
awareness on the related issues at the IGF platform for 5 years. Great
progress has been made since then.
Meeting the challenges from developing countries, we propose the new topic
focused on the joint effort on e-Knowledge, we invited panels from multiple
dimensions benefit the workshop, they are from CODATA/ICSU-PASTD (Chuang
Liu, Secretary of the CODATA/ICSU-PASTD and Director of Digital Lin Chao
Geomuseum), International Geographical Union (Ronald Abler, Past President
of IGU), International Council for Sciences (Nohd Nordin Hasan, Director of
ICSU Asian Office), government Officer (Anna Neves, Portugal government
officer), Knowledge base manager (Xiang Zhou from Chinese Academy of
Sciences) and Education (Xiaofeng Tao from Beijing University of
Telecommunication) .
All of these panels pay great attention to the workshop since it is realized
that this is an unusual opportunity to communicate between scientific
community and policy makers.
We sincerely believe that the proposed workshop will be success and will be
call more active actions in the e-knowledge in developing countries if you
provide such opportunity to us in IGF.

Organization
Digital LIN Chao Geomuseum, Private Sector
. In general, an organizer should avoid submitting a workshop proposal
covering the same subject matter that was addressed in a workshop that s/he
organized previously. However, this may be acceptable if the new proposal
clearly indicates how it will build on but go beyond the conclusions
previously reached, instead of just repeating the earlier discussion.
. Preparation of a background paper available well in advance of the IGF
meeting introducing the subject and setting the scene for the discussions in
the session. (Expected length of the document: 1-3 pages)
. Workshop organizers are encouraged to bring new faces to their workshops.
In order to do so, they can consult with the resource persons list on the
IGF website. The resource person list is available for viewing.

hold an event at the following IGF meeting.

We satisfied each criteria, and beyond that, recently, we also invited
WFEO-CIC to joint our workshop.
We strongly suggest IGF re-evaluate Workshop No. 295 and reconsider the
decision, for the benefit of our potential participants of our workshop and
the benefit of IGF which tied us together.
