[WG-Strategy] Spreadsheet with proposals from the Options Paper

Dear colleagues
According to the minutes of our last meeting, on August 6, we decided that:
/"[...] the list of recommendations is long. Participants express the
need to prioritize and to establish which of them are still relevant.
Some suggested linking the recommendations to the Roadmap and Options
Paper document. There was a general agreement among the members to take
as reference the inputs coming from the Roadmap for Digital cooperation
(par. 93) and from the Options Paper document and to choose from them a
maximum of 10 recommendations on which small groups can focus. The
selection of recommendations will take into account the objectives
included in the charter of the working group on strategy.The template of
the document will be shared in the working group so that participants
can volunteer." /
Please notice that there are 58 "proposals" (they are not identified as
"recommendations") listed in the Options Paper. As per above, the WG
expressed its intention to select at most 10 proposals among them
(although some of them are very closely related to other ones and could
be merged).
As a tool to support our process of prioritizing proposals, I prepared a
spreadsheet that collects all proposals from the Options Paper. It has
been shared with you here:

Proposals are ordered in the spreadsheet following the various sections
of the document.
There are two sheets in this file:
* The first one ("Wide Support") collects 35 proposals that are
identified in the Options Paper as "Proposals which enjoy wide
support and deserve particular attention".
* The second one ("Alternatives") collects 23 proposals that are
identified in the Options Paper as "Alternative proposals and
additional suggestions for further discussion and elaboration".
A column tries to map each proposal to items (a)-(g) of Paragraph 93 of
the Roadmap. You may of course suggest other mappings for each proposal.
There is a column for adding comments on each proposal.
A last column is available for expressions of support from WG members to
each of the proposals. This way, we could a have a first idea regarding
which proposals have more support and could be proposed as our initial
priorities.
I have already suggested my 10 priorities. Please notice that I have
selected two proposals that are identified as "alternative" in the
Options Paper.
