Dear IGF participants,
Day 3 continued with a spate of rich discussions from Artificial Intelligence - how it can be designed, regulated and harmonised to better serve society - to exploring stakeholder engagement with the UN Global Digital Compact process ahead of the UN Summit of the Future next year, among many others.

Highlights
Upholding Human Rights in the Digital Age
Digital technologies open new possibilities to promote and advocate for human rights, but can also be used to suppress, limit and violate human rights. Against this backdrop, the need for a human-rights regulatory framework was one issue highlighted in this session. An additional priority raised was digital inclusion starting with basic connectivity for everyone. Panelists underscored that the 2.6 billion people on the planet who are still unconnected is directly related to equal protection, nondiscrimination, inclusion in content creation, including in the coding community, in the governance community, and especially in inclusion in decisions and application of Artificial Intelligence. Of those who are unconnected, it was pointed out that women and girls make up the majority.
The Future of Digital Governance
Delegates raised the issue of monopolisation of the market through the technology of the Internet, highlighting 2023 is the first year when 5 companies have gained 54% of the advertising revenues on the Internet, global advertising revenues, not just on the Internet, but in total. So, what is being shown here is the Internet as a global force in terms of economic concentration evidenced in the devastation it has wreaked on media companies, the legacy media companies, newspaper publishers, especially, around the world. The rapid closure of community papers was highlighted, for example, and its impact on local and regional outlets, and in turn the national processes of political participation, democracy, is not being seen yet.
