not to forget:
- Dealing with Complexity
In PNE there is no comprehensive view on what issues really are under / resp. need investigation for Governance.
The complexity of actors, stakeholders (especially from Civil Society), organizations (including those many Law Enforcement Agencies from different levels of responsibility, influence of jurisdiction, etc. have to be matched against methodological details of the environment (sustainability !! ) topic fields.
I took the liberty to list topic domains main methodological structures in 2020 : http://www.susgis.net/LNIS_9_Geoinformation_for_Sustainable_Development__Berlin_2020.pdf#page=93
Now together with the compilation of PNE investigation, analysis, consolidation and implementation phases that makes a complexity that should be core problem space for PNE – especially because so many publications only focus on the Sci/tech aspects which by themselves do not guarantee implementation as expected from frameworks, UN Instruments, EU Directives etc.
(I do not object to Sci/tech but for real-world implementation we need that broader, participative stakeholder engagement)
This all seems to me quite a challenge and my optimism on short-term results is rather low.
But if we succeed in clarifying the road to better observed/discussed/controlled implementations, maybe in exceptional cases find good common arguments for Governance methodological approaches to be investigated in smaller or larger investigations / projects that provide appropriate workforce, then the specific competences expected from IGF PNE have a chance to really improve the situation.

p.s.: if change from PNE to PNS (Sustainability) is not at disposition, how should we clarify the borders between Environment and Sustainability ?

Thanks Horst, PNE takes place in the Internet Governance Forum. I agree is not about discussing again and purely about existing topics, not only sci/tech but even social, economic, environmental, power, etc. Topics should read well adding an implicit prefix of "The governance of ...". In other words, about the coordination of, dealing with interdependence among different parties, ... that can consolidate into resolutions, norms, laws, institutions, recommendations, indicators/metrics, monitoring, data, assessments. In our domain, all required to steer the internet within environmental limits to serve people and the planet as well.

I share your concerns, let's give it a 2 years time frame and push more for it to be widely accepted. I see PNE very important to the course of IG hence the need to make its objectives clear to all.
I think the work of PNE need continue, we can just throw all this good efforts into the dust bin. Is just a matter of time and it will get accepted by all.
NRI from it very inception went through similar situation but with clear understanding and objectives it got accepted.

The PNE started last year and has something to show - the report is a serious undertaking which, I believe, helped in the sense that we did not only discuss environment and digitalisation issues at the IGF, but have something very tangible in our hands. That said, I am not sure the report got noticed as much as it should have. That is a pity.
I functioned as the MAG liaison in the first year of the PNE. Unfortunately, the interest from the MAG has not been as strong as I would imagine. So quite some work remains to be done on that front!

2. What added value can we bring to the IGF if we continue?
3. Environment and sustainability was the 6th most important theme as collected from the community on focus of IGF2022, so there is interest from the community or maybe even expectation these issues will be taken up at the IGF (in one way or another). It is now clear, it will not feature among the main themes for 2022 IGF but the argument should be that this overarching topic should not disappear from the IGF focus. The theme will also be important for the tech envoy. Having the IGF leave this issue might send the wrong message. Continuing it through PNE would be a good solution.

5. Planned outputs
6. Supporting entities
7. Engagement and outreach plan
all proposals will be assessed by the MAG and then a decision on what BPFs/PNs are supported will be taken…

As discussed on Friday :
1. We have 4 slots to be filled by some combination of BPF’s and Policy networks.
2. At the end of the session, we had suggestions for BPF and PN’s on :
* BPF Gender
* PBF Cybersecurity
* BPF Gender and Cybersecurity
* PN on Internet Fragmentation
* PN Environment
* PN Meaningful Access
In order to go forward and make the selection of the four, the Chair suggested that proponents of the above submit proposals for the MAG to review and then we will have a MAG call on 8 March to make a final selection. All proposals should be sent to the MAG list by Thursday, 3 March - end of day.
BPF proposals should contain:
● Title
● Names of at least two Facilitators (at least one of which is a MAG member) ● Background This should include the relationship to multistakeholder Internet governance discussions and/or decision making bodies and the relevance for the different stakeholder communities.
● Description: topics covered, proposed objectives and focus of the BPF (the description should provide sufficient detail to allow an assessment and selection as described below).
● Outreach plan and multistakeholder engagement This should mention the anticipated engagement from different parts of the multistakeholder community, including the names of organisations that have signalled a desire to participate, and intended outreach to attract further involvement in the work of the BPF.
