Main Session on “AI that We Want”
In today's world, Artificial Intelligence (AI) plays a pivotal role in transforming industries and daily life. By emulating human cognitive functions like learning, reasoning, and problem-solving, AI becomes a powerful tool driving innovation and addressing complex challenges.
To maximize AI's positive impact on society, a responsible and ethical development that is grounded in human rights is essential. This approach ensures AI is harnessed for peaceful purposes, contributing to the evolution of humanity and global cooperation, building trust, fairness, and privacy protection, while preventing unintended consequences or intended harm for human wellbeing and promoting ecological sustainability. It also maintains human control, preserves jobs, and encourages global collaboration for collective human progress.
To achieve these objectives, the development of AI standards, principles and regulations is vital. The evolving landscape of AI principles includes various standards and frameworks, addressing ethical concerns, transparency, and human rights. Governments, organizations, and researchers advocate these principles, with initiatives like the IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems, the European Commission's Ethics Guidelines for Trustworthy AI, and the Principles for AI by the Future of Life Institute. Human rights can thereby serve as an ethical compass to create a robust foundation for responsible AI development and deployment.
In addition to existing ethical principles, translating them into legally binding regulations is crucial. Enforceable laws and policies ensure AI technologies are used responsibly, holding those accountable for non-compliance. Legal regulations provide a stronger framework for safeguarding rights, promoting fairness, and mitigating risks associated with AI.
The AI regulatory landscape remains dynamic, with continuous refinements and new developments taking place. Collaboration among countries and organizations on ethical AI regulations is crucial to address global challenges collectively, share best practices, and create a level playing field for AI development.
The goal of this main session is to discuss how AI could be designed, regulated and harmonized to better serve all humans while maintaining their rights, as well as to share ideas on how this can be achieved. It is necessary to assess the state of development of standards and regulations, share knowledge and best practices, and provide a platform for a multistakeholder exchange on how to develop common principles for the AI we want and ensure that we have the right institutions in place to translate them into binding standards and regulations. In addition, there is a need for global cooperation to translate scientific insights into effective policy action.
Policy questions that will be addressed during this main session:
* Are existing national, regional and international initiatives on AI standard setting and regulation enough, or do we need a new global framework?
* What would be the necessary intermediary steps to create such a global framework and build or equip the responsible organizations in charge of implementation, monitoring, oversight and compliance?
* How can we effectively translate scientific insights on AI’s benefits and risks for human wellbeing into effective policy action (e.g. establishment of an Intergovernmental Panel on Digital Change IPDC in analogy to the IPCC on climate change)?
