Dear Yu Ping,

As the co-chair of the Outreach and Communication Working Group, I want to comment that we’re currently working on a strategy to send specific messages for each group at the MS. We hope that can improve the level of understanding, collaboration, and networking necessary to spread the proper info about why is very important to find IGF as the best opportunity to agree on the most relevant issues related to IG, GDC and regional and global collaboration on the main areas of domain at the IGF.

We’ll be thankful about your feedback in this regard.

Indeed, I agree with you and I have informally told some Member States here that it would be ideal if they could formalize a truly multistakeholder process for the Digital Compact but my personal sense is that it may be difficult to get consensus among all MS on, given how difficult the issue of multistakeholder participation has already been in some of the cyber/digital processes. Perhaps the MS on this list could come in on this, as they would have to lead such an effort to get a Committee through?

Hi Yu Ping, 

 

as you said, member states have not yet articulated, how they want to proceed during UNGA 77 and beyond. Wouldn´t it be a good idea if member states (in the 2nd Committee?) could agree to establish a "Global Digital Compact Multistakeholder Drafting Team" (GDC-MDT). We did have a similar group in the preparations for NetMundial in 2014 and it worked very well.

Thanks for your email. 

 

We had set the September 30 deadline on our website because we do not yet have any official indication from the President of the General Assembly/Member States on the "formal process" for the Summit of the Future and the Global Digital Compact itself, but we had heard informally that the PGA intends to have "activity" in the 77th session of the GA (which begins in mid-September). Thus, in order not to delay the call for inputs any further, while still appearing to not to pre-empt the Member States by pre-determining the exact timing of the Compact formal process, we had gone ahead with Sept 30. 

 

It is our hope though, to extend this deadline if possible (and generally agreeable to the Member States), while giving our Office some time still to consolidate the submissions. Even if we do not succeed in this, my personal view is that given the importance of IGF messages, it would have to be taken as a critical input into the GDC itself (and I am counting on Member States here in New York to also share this view!)

I write to you, in your capacity as Chair of the IGF’s Multi-Stakeholder Advisory Group, to inform you that the Office of the Secretary-General’s Envoy on Technology has launched a public platform to invite submissions and inputs on the forthcoming Global Digital Compact (as below). In addition, we have also put up resources materials on how to contribute and engage with the ongoing open and inclusive preparatory process led by the UN Secretariat, as the UN Member States continue their discussions on the Our Common Agenda Report. 

 

 

 

Given the UN’s commitment to the important role played by the Internet Governance Forum, particularly as an engaged and vibrant multistakeholder Internet community, we hope that the IGF can contribute to the preparatory process for the Compact also through this Survey, both by giving it further visibility in its networks and Dynamic Coalitions and the many NRIs at national and local level. We are encouraged by the strong interest that IGF MAG members have already shown, and the alignment of the upcoming 2022 IGF with suggested themes of the Global Digital Compact. 

 

 

 

We believe the IGF’s contributions will be extremely valuable to the Member States and others as they progress towards the Compact. The Office of the Envoy on Technology will ensure that the results of the survey will be channeled to the membership to make maximum use of the ideas and proposals we will collect.
