Dear Wisdom,

I think this is an interesting idea, and if I understood Constance’s comments correctly, in line with the emerging direction for the 2nd phase. It could encourage more participation from all stakeholder groups, and perhaps be an even greater incentive to governments and private sector more broadly to engage in IGF activities.

Best and thank you,

Lynn

I believe for us to have a successful initiative (Connecting the Next Billion) i think if practicable we should consider incorporating detailed action plan with guideline for MAD as well as participating countries. Thinking broadly, I note the following:
>
> 1. Participating countries will co-create a National Action Plan (NAP) with civil society. Action plans should cover a two year period and should consist of a set of commitments that will advance the objectives of connecting the next billion. The proposal should also in-coporate a sort of guidelines for developing the action plan.

> 2. Participating countries should operate on a two-year NAP calendar cycle, in which there are no gaps between the end of the last action plan and the beginning of the new one. This means every country will be implementing a NAP at all times, although individual commitments will still vary in length. I believe In order for us to achieve this, countries will have to draft their new NAPs during the last six months of implementation of the previous NAP.
> 3. All NAPs should cover a period of implementation of a minimum of 18 months, although individual commitments may vary in length. We should also strongly recommend each action plan to contain between 5 and 15 ambitious commitments,

> 5. Effective public consultation process during the development of action plans should be encourage in helping build broad support for commitments with a wider set of actors to rely on for successful implementation of connecting the next billion.

During the meeting Constance Bommelaer suggested a possible direction for this effort and I have asked her to write up that proposal for review on our first virtual MAG call. I am sure Constance would welcome any additional reflections.
