Hi,

All three points make sense to me. 

On chairing I would like to suggest that as much as possible the MAG
designate co-chairs.  Over time I have seen most  every chair get
swamped by exogenous factors.  Having co-chairs helps keep things on
track though those times.

Speaking of co-chairs, I think that sometimes it can make sense for a
MAG initiated WG to have a non MAG co-chair, especially when the WG is
in an area that requires some specialization.
