[IGFmaglist] IGF - MAG WG membership

Dear MAG members,

several other points have been raised re WGs, and I would like us to address them here. 

-  past practice has been that WGs be open to non-MAG members and I believe this practice has support from the current MAG as well.  This is a good way to ensure each WG has all the expertise/resource it needs to fulfill its charter, so I propose to continue that practice.

- with respect to chairing WGs, I am not sure what the past practice has been, but I would like to propose that only current MAG members chair WGs.  My reasoning is that if the work is important enough to warrant a WG it deserves MAG leadership, and this should also help ensure the WG has the full support and full attention of the MAG.

- with respect to chartering WGs, it is important that the charter, objectives, and membership of a WG be clear, and the secretariat can advise in this process.
