I have a 'new' idea.
I will go anywhere that the MAG meets.
How about we focus on Geneva for the July meeting, and try to work on a special event with the Host Country at a date they choose, and while not all MAG would attend in person, we work on a representative approach from the MAG+ the MAG Chair, the IGF Secretariat, and it be custom designed by the Host country, so we might go to Mexico City and do a special event with business, with civil society, with the technical community. And perhaps then we go on to Guadalajara for another maybe half day event or so, with the national government, civil society, and the innovation/high tech sector there -- which is vibrant and creative.
OR we work toward the third meeting in Mexico, but I want to support the issue that it takes time to do build up of awareness, so it might be that there needs to be a special event [see above], at a mid year timing. and it might be important to do both.
Finally, mostly, as the mid year session is heads down working session, it might not actually meet the interests of our host country, as we have to work into the night on workshop reviews. If history is any prelude.....

I am with Marilyn and Ginger here, and taking into account costs (including flying IGF staff to Mexico), I think we should stick with Geneva for
the next meeting.

9 hours to Geneva for me,
4 hours to Guadalajara or Mexico City.
I have to admit, if we don't go to Guadalajara to see the venue, I don't see the advantage to Mexico, though, although it's probably cheaper.
