GUIDELINES

Dear All,

I love the work done by the Working Group on Main Session Guidelines. We
just need to repackage in a way that is easy for people to follow.
Personally, I think that the Draft Guidelines are extremely thorough and
well thought out. Thank you Susan and those that were in the development of
the framework.

I went through the material that Chengetai sent and offer the following
comments. Noting that the World Summit on the Information Society vision
is to

*“build a people centered, inclusive and development oriented information
society, enabling individuals, communities and peoples to achieve their
full potential in promoting their sustainable development and improving
their quality of life…”*

I used the three pillars from the Guidelines to review the Recommendations
made by the Working Group on Main Session Guidelines 2015. Content could
include the following considerations:-
CONTENT

· *People Centered*

o Geographical Diversity[1] <#_ftn1>

o Gender[2] <#_ftn2>

o Persons with Disabilities

· *Inclusive*

o Multistakeholder[3] <#_ftn3>

o Facilitating and consolidating Issues Raised within both National and
Regional IGFs

o Evidence of Extensive Consultation

o Exploring Synergies for Growth (how relationships across stakeholder
groups be enhanced to meet development needs) For instance, how can the
technical community, private sector, civil society work towards development.

· *Development Oriented*

o Innovation

o Sharing Knowledge [Eg. Sharing best practices/ experiences/ rights
based approach)

o How is it solving a Development Problem in the world (Asia Pacific,
Europe, Latin America and the Caribbean)

o How does it contribute to building the Information Society

FORMAT

· How Issues Can be Efficiently Consolidated

· Evidence of Advanced Preparation and Consultation [Surveys,
Studies, Research etc]

· Advanced preparation to avoid duplication of content

· Enable quality interaction time [30 minutes of solid discussions]
