I think only consulates that have a lot of visa requests automatically know
about the fee exemption, so I found it easier to document it.
When I brought in my visa information, they asked for the payment. I
referred them to the uploaded document (from the online application form)
and also had a printed copy of the section of the Visa page on the host web
site that refers to the exemption from the visa fee. The person receiving
the documents went into the back office, checked something, then came back
and said, yes, that's fine.
It does take a while - mine does not yet show as approved online, but I
have a pick-up date of 21 October (brought documents in on 6 October).
