Dear Constance,
The Secretariat stands ready to assist. When we have a list of the best practice topics and a rough work plan for the entire inter-sessional work, we can then assign / hire the appropriate support/lead personnel (e.g. renowned experts in the fields under discussion ). The Secretariat will have to make a specific Terms of Reference for each case and the ToR's cannot be easily modified halfway through the contract. It also takes a minimum of 3 weeks to get such a person on board to support the inter-sessional work..
