Here are some initial thoughts /structure for approaching the work on self-assessment of IGF for your consideration and comments.


1.       Assessment Chart

Please find attached an assessment chart, based on the text of the UNGA Economic and Social Council’s Report of the Working Group on Improvements to the Internet Governance Forum.

As in the report, the assessment chart essentially breaks down the recommendations for improvements into 5 main parts:

i)        Shaping the outcomes of IGF meetings

ii)       Working modalities including open consultations, the Multi-stakeholder Advisory Group and the Secretariat

iii)     Funding of the IGF

iv)     Broadening participation and capacity-building
v)      Linking the IGF to other Internet governance-related entities

2.       Point-by-point Tabulation of  Improvements
Further, the chart tabulates each of the “recommendatory” sections, from 12 to 56, on the left of each page, leaving blank space for recording the improvements and assessment, vis-á-vis each of the 44 recommendations, plus a few subsections.
This tabulation may assist the working group to formulate its views on a point-by-point basis, since the chair had indicated that amongst the primary reference documents for recording IGF assessment, should be the report of the Working Group on Improvements to the IGF.   I am sure MAG members and the wider community will have other suggestions and parameters which need to be included in the IGF assessment, beyond the said report.  The current version of the assessment chart (essentially blank) is marked 0.0 and dated today. We could consider releasing new versions at regular intervals based on the lead coordinator’s advice and wisdom.
After discussions, if we agree to a common format, we could approach the process of compiling specific inputs with regards to each of the recommendations and any other parameters, from within the working group and through the broader IG community.

3.       Period of Assessment
I suppose we will be submitting an assessment for the previous 9 years. A suggestion for dividing it into 2 parts – 2006 -2012 and 2012 – 2015:
2012-15
Since the report is dated March 2012, it would seem that it would start recording improvements from IGF 2012 in Baku, IGF 2013 in Bali and IGF 2014 in Istanbul.  Some of the new changes being implemented for 2015 could also count. [Example:  Enhanced public consultation on main theme / subthemes introduced in 2015; intersessional work launched in 2015.]
2006-2012
Apart from the report based assessment, we might need to fall back on the institutional memory of existing and former MAG members, its chairs, special advisors and significantly, the secretariat, for any other improvements that are sufficiently prominent, for being essayed in the final assessment of the IGF, especially for the first 6 years – from 2006 to 2012 (before the report on the IGF improvements was released).

4.       Linkages to outreach and communications
As we are all acutely aware, the outputs of the working group on self-assessment of IGF could in significant part, become the basis of our outreach and communications plan, being led by the working group, coordinated by Dominique Lazanski, whose primary objective inter alia, is to support IGF’s extension beyond 2015. Volunteers in the 2 working groups might consider working closely together.
I look forward to working with colleagues on these issues, and attending the conference call that has been proposed by Marilyn before December 20th.

Thanks to the Secretariat for very prompt posting of the lists for the WGs agreed during
during the IGF MAG meeting.

I look forward to having colleagues join the Self Assessment 2015 WG. The list is open
to both MAG and non MAG members.  What we really need is a broad and diverse
group of interested stakeholders and all interested in doing this work and contributing are
welcomed.

It is my intent to have one initial, and very preliminary discussion call before Dec 20,
if we have critical mass.  For our work in particular, in order to have an initial work
product ready by March so that we can pursue submitting it into the CSTD meeting,
we may take a multi step approach,but we definitely will have to do significant work
in the first several weeks of 2015.
