I agree with Vlada, unless there is a space constraint it would be sensible for MAG members to be able to attend this important part of the program, about which various questions have been raised here.

I was not able to hear the whole discussion during the call today and am
wondering if you could provide more information on the composition of guests
at the HLLM.  Are we able to suggest invitees to the meeting?  I'm currently
working on the  composition of the Polish delegation and hence am interested
in the process.

agenda, i.e., HCA status report and high Level Leaders Meeting (HLLM):
(1) HCA Status report: HCA has been agreed by Gvernment of Indonesia and
UNDESA on Thursday (12/9/2013). Now the HCA is in the signing process by
both parties. MCIT has received the letter of authority to sign the HCA. USG
UNDESA (Mr WU yong Bo) has signed the HCA UNDESA version and has been sent
to Indonesian Permanent Mission for UN in New York, and have sent to
Indonesia, to MoFA then to.MCIT to be signed. MCIT signed Indonesian
language version and will be sent to MOFA -- Indonesian Permanent Mission
for UN New York - to be signed by UNDESA.
(2) HLLM: on 21 October 2013 will be around 210 minutes; the Term of
reference (TOR) is still in the process of revising/improving; the
theme will be in line with IGF 2013 theme: "Gobal-Multistakeholder
collaboration on Cyber Ethics to achieve safe, peace and harmony in
cyberspace for growth and sustainable development" (and also
discussing sub-themes: security; cyber ethics to achieve safe, peace
and hormony in cyberspace; how global-multistakeholder collaboration
for growth and sustainable development). Agenda: Opening remarks by
Minister CIT Indonesia, theme presentation, panelists remarks (40
minutes), plenary discussions (75 mins: by representatives from
government, business/private, CSO, technical community), Chair's
