[DC] Fwd: DCCG Discussion: Providing Inputs on GDC Consultations

H All,

I forgot where the Google Doc was for putting in our submissions to the DC 
Submission to the Global Digital Compact.  We spoke about adding a new Thematic 
area on accessibility and security. These issues cut across all thematic areas 
but are not covered in the thematic areas chosen by the GDC and the Tech Envoy.  
Here are some points that I would like to have included in our submission. I 
originally created these talking points for people to keep in mind when they 
were at the EGM in early 2022

On accessibility, we wanted to highlight the following issues. I will likely not 
be on the call but my colleague Shabbir will be on the call. I am travelling and 
the call is after midnight and I have early meeting the next day

The need for the national coordinators to add in their promotion for their 
National/ Regional/ Youth events the accessibility features that they plan to 
have in place and secondly, to add this feature to their IGF reports.

We need to work with all vendors to ensure that all Websites and documents 
follow the W3C WCAG and web authoring tools guidelines. For the IGF, it is all 
the UN sites, the regional IGF and local IGF sites to do likewise

-The need for meaningful involvement of person with disabilities at all levels 
of IT organisations

The need for the development of curriculum on Accessibility issues and to 
educate others on how to make documents, websites, videos and social media more 
accessible

The requirement to embed disability inclusion in strategic plans and 
establishing institutional ownership. We need to build the knowledge and 
capacities of staff on disability inclusion.

-The need to dramatically Improve physical and digital accessibility.at venues 
and ensuring that hotel rooms, vendor show rooms or in the IGF, the IGF Village 
and conference center be fully accessible

The efforts that need to happen, so we can make all IGF working groups be aware 
that persons with cognitive disabilities prefer to write in the chat and not 
raise their hand to speak, so please ask people if they want their chat comments 
read out loud, so they can be recorded

-Supporting meaningful participation of persons with disabilities and their 
representative organisations.

--The need for digital accessibility to be recognised as a fundamental right and 
a necessity, regardless of the experience of individuals who may or may not be 
directly impacted
  The need to support meaningful participation of persons with disabilities and 
their representative organisations.

-The need for Persons with Disabilities to be involved in planning, 
implementation and evaluation of IT projects in order to assure accessibility.

-The need for accessibility measures to be developed and implemented in 
countries outside the Global North and in non-English-speaking cultures

Last but not the least, on the principle of ‘nothing about us without us’, 
including and encouraging representation of people with disabilities themselves 
in the decision-making bodies of IGF as MAG, Leadership Panel, and other forums, 
such as the EGM.
