In the meantime, I have taken the liberty to add the following sentence to the session proposal. I know it has not been discussed, and it might even be factually incorrect, but I would like to add a starting point that can be later amended rather than stay silent.

The Dynamic Coalition on the Interplanetary Internet (DC-Interplanetary) will present the case for using the Multi-Stakeholder Internet Governance model, with specific reference to the NETmundial+10 Multi-Stakeholder Statement “Strengthening Internet governance and digital policy processes”, for the development of an Internet Governance model for interplanetary communication.The Interplanetary Internet is based on Delay- and Fault-tolerant protocols, and there is currently no adopted governance model for further development and deployment.

Comments? Suggestions? Corrections?

as anticipated in the previous message, here is the status of the IGF 2025 preparation, including the planned Cluster 4 webinar.

There has been a debate about the webinar. One DCCG member, Prof. Rajendra Pratap Gupta, had presented an outline for the webinar with the title “Responsibility in the Age of Internet”. I will forward the proposal in a separate message.
Some members, including myself, observed that the objective of the Cluster 4 was the future of Internet Governance, and that a key part of the discussion was the extension of the Multi-Stakeholder Internet Governance model to other realities, which the proposed webinar was completely missing.

A discussion went on for days, until the coordinators - Jutta Croll and Markus Kummer - decided that the scope must be extended to new fields, including Interplanetary Networks, as we asked.

Then a discussion started about dates. It seemed that the date was going to be in this week, 5 or 6 June, but then today the IGF Staff person - Roman Chukov - made this proposal:
Dear all, as there was no consensus, I would suggest to postpone our 4th webinar to 11 June 14:00 UTC (15:00 CET).
And would kindly ask @⁨~Dr.Rajendra⁩ to take a lead on that🙏

The problem is that next week - 9 to 12 June - the ICANN83 conference will take place, and therefore most of the ICANN people, including Avri Doria, Judith Hellerstein, Olivier Crepin-Leblond, etc., all supporters of our proposal, will be absent. BTW, I will also be unable to join, as I am also heavily involved in ICANN83.

So, the state of the art is that the webinar will be held Wednesday 11 June at 14:00 UTC. Since most of the supporters of the idea of discussing the application of the model to new realities will be absent, I assume that the topic will be the one initially proposed by Rajendra - as he will be also the organiser.

A separate issue will be the Cluster 4 session in Lillestrøm. It is not completely clear to me when this will take place, because this is also linked to the availability of the people belonging to the different clusters, but will be formalised soon.

The question is now whether the layout of the Cluster 4 session will be aligned with the webinar, which I believe will be the option pushed by some, or not. In any case, there is an open document for the preparation of the session - see https://docs.google.com/document/d/12lJ3gEaf8G6pYfc0O1rJcHoAS2IjVcYVdtzUfJj017w/edit?tab=t.0#heading=h.dy4krms5g3t7. We are mentioned as participating DC, and the description contains this sentence that I asked to be added: "It also considers the application of multistakeholder governance principles to different networks for instance, the delay and fault-tolerant networks like the Interplanetary networks.”. However, the bulk of the text talks about something else, and I would like to have explicit mention of what DC-Interplanetary can bring to the session. Note that it will be tough to add long descriptions, the word limit is 400 and there are already 445 words. If anybody has proposals, please suggest.

Also, it will be important to have a panelist from our DC, but it has to be somebody that can talk about the specific governance issues of interplanetary communication. If we have such panelist, we can add a few words about what DC-Interplanetary does in this context.

This panel will focus on exploring the evolving landscape of multistakeholder governance in this digital age, with a focus on the outcomes of WSIS+20 and ensuring that all communities, including marginalized communities, persons with disabilities, and young adults and children, as active participants in shaping the future of IGF. It also considers the application of multistakeholder governance principles to different networks for instance, the delay and fault-tolerant networks like the Interplanetary networks. With the speed at which the digital transformation advances and the IGF serving as a global platform for inclusive dialogue, the session will examine how current multistakeholder models can adapt to better reflect the perspectives and rights of younger generations.

The Dynamic Coalition on Accessibility and Disability (DCAD) emphasizes that the future of multistakeholder governance must be genuinely inclusive—not only in principle but in practice. As technologies evolve, ensuring the active participation of persons with disabilities at every stage of policy development, decision-making, and implementation is critical to the legitimacy and sustainability of governance processes.



DCAD’s ongoing initiatives, such as the DCAD Fellowship Program for Persons with Disabilities, provide a tangible model for promoting inclusive participation. By supporting fellows to engage meaningfully in the IGF process, DCAD demonstrates that providing targeted capacity-building opportunities leads to stronger, more diverse multistakeholder dialogues.



Looking ahead, DCAD advocates for embedding accessibility and disability inclusion systematically into the IGF and broader Internet governance ecosystem. Future governance models must move beyond tokenism to ensure that persons with disabilities are recognized as active contributors in decision-making processes, in line with the UN Convention on the Rights of Persons with Disabilities (UN-CRPD) and the vision of a people-centered, inclusive, and sustainable information society outlined in the WSIS and Global Digital Compact frameworks.



By institutionalizing accessibility standards and ensuring that persons with disabilities participate not just as observers but as decision-makers, the IGF can set a global benchmark for inclusive, equitable, and effective multistakeholder governance.

Those taking part will discuss practical strategies for ensuring that children are not only made to be represented at the table but are meaningfully engaged at the decision-making, in line with the WSIS vision of a people-centered, inclusive, and sustainable information society. Referring to General Comment # 25, para 16 - 18, multistakeholder governance should adhere to respect for the views of the child, i.e. young people under the age of 18 (UN-CRC).

The DC on Core Internet Values will remind all participants of the values on which the Internet was built on, introducing a parallel that the points made in this session are themselves core internet governance values - with multistakeholder governance being pivotal to the past, the present and the future of Internet governance.
