[DC-Interplanetary] 2024 DC Annual report

I am overly late, but here is the DC-Interplanetary 2024 report. I added some text to Roberto's initial draft. 

As we need to get this done quickly, I would appreciate your prompt review. We need to submit this before the IGF Norway webinar on "multistakeholder governance" planned June 5/6 (this week!).  Apologies for being so late on this...Thanks for your patience.
