If you're interested in following along, you can watch the proceedings on
UN WebTV at http://webtv.un.org/, just search for "OEWG" in the top right
box. This is the recording from today:

It's probably also worth mentioning that some participants have released
papers ahead of this meeting, which make for an interesting read:
- The ICRC released a paper on International Humanitarian Law and Cyber
Operations during Armed Conflicts, which you can find here
<https://www.icrc.org/en/document/international-humanitarian-law-and-cyber-operations-during-armed-conflicts>
.
- The CyberPeace Institute published a position paper, available here
<https://cyberpeaceinstitute.org/latest-insights/2019-12-02-the-cyberpeace-institutes-position-paper-to-the-united-nations-open-ended-working-group>
about
closing the accountability gap for cyber attacks.
- Access Now published a discussion paper on cybersecurity norms, which
you can find here
<https://www.accessnow.org/to-keep-us-safe-global-cybersecurity-norms-must-be-human-centered-and-protect-rights/>
.
It's also worth reviewing the working papers submitted by member states as
part of the OEWG process, available here:

Big thanks to Sheetal Kumar of Global Partners Digital who earlier today
shared referred to the Best Practices Forum on Cybersecurity and our work
this year. In the session tomorrow morning
(highlighted above) I will share some additional learnings from this group.
Cheers,
Maarten
