[Bp_localcontent] Summary of section 2

Hi Adam,
I'm currently working through section 3 - existing policy measures and
private sector initiatives, which is where you chimed in.
In retrospect your contribution fits better under section 2. Thus I'll add
it as a contribution to be added to that summary, by the consultants.
Please let me know if this isn't clear.
