Thank you Susan for such a good summary for the first section document. Particularly I adhere to the  OECD, ISOC and UNESCO definition for local content: The content that is most important to people is typically in their own language and is relevant to the communities in which they live and work. This definition is different to the others for this one establishes a purpose : important to people, relevant to the communities.
