Good summary Sean, to which I would add innovation hubs (iHubs), which
fall somewhere between 1 and 2 - they provide access to skills and
information sharing, along with affordable _high_ speed access.
Sufficient bandwidth is critical to content development - without it the
development cycle just takes too long, as anyone who has tried to
develop or maintain a web site on a slow link will testify.
And while iHubs are often sponsored/supported by the private sector, the
correct policy environment to ensure affordable high speed access is key.
