[Bp_ixps] IGF Survey Responses + AFIX 2015 Benchmark Survey

Hi everyone,

In addition to the IGF survey response data (attached), here's a link
to the AFIX Benchmark Survey Report which could be used as a reference
in the BPF document if people feel that it would add value:

It provides aggregate information about IXPs in Africa e.g. governance
models, business models, facility ownership, staffing, value added
services, peering policies, etc.

Also note that the attached IGF survey response data is current as of
September 11th, 2015.
