[Bp_ipv6] Akamai IPv6 measurement (SOTI)

Thank you for this Merike. Both the articles make great references not only to description of the state of IPv6 in mobile (Section 4.2.7. Mobile Networks) but as a take ways to business decision makers on why they should deploy IPv6 in mobile, and if they do, go IPv6 native (Section 6 Conclusion/Next Steps : To be developed between now and the IGF). Thanks also to Kams for sharing information individually.

It is also really helpful that Merike has reached out to someone who is involved in measurement in Akamai - we look forward to hearing more information if he has has anything which can be shared.
