How I understood the intention of your suggestion is, for the readers of our document in 2016, to be able to find more information about government initiatives (from our 2015 document) if interested.

What we can do is refer to "Section 6 Government Initiatives" of 2015 document, in Section 1.3.5 of this year's document.
By this, anyone interested in finding more details about government initiatives can take a look at relevant part of 2015 document, and make efficient use of the work we did in 2015, by referring from this year's document.
