[Rp2010] IMPORTANT: review of instructios to remote moderators

Hello Rafik,

He have asked the workshop organizers to send us information if their
workshops have remote speakers, but we received few feedbacks.

What I would suggest moderators is that they confirm it on site with the
workshop organizer or the panel moderator if the panel has a any remote
speaker. They certainly know the complete list of speakers.
