[Plenary] Is there anybody on this list ?

In theory anyway, there would seem to be some prospect for such a  
list.  And yes, it is always satisfying to have a 'common' where  
quality dialog is the norm.

But in my experience, 'taking a list live' - so that a community  
thrives around it - is a considered matter.

The IGC list is - in rough terms, but in fairly widely held view - the  
locus for civil society, in IG.  Even though, in fact, there are  
numerous other gatherings of 'civil society' concerned with IG.  Who  
also do not engage IGC nor at IGC.

What would a list here, in contrast with IGC, encompass?

What is the community and, especially, what is the mission(s) this  
list would underpin?

If that is clear, then another venue - this, here - may well be  
indicated.  Particularly if that community and mission are  
'intgovforum' related.  But if instead we need something from the IGC  
list that it is failing to offer, then perhaps the first step is to  
'fix,' there, whatever will bring the desideratum.
